2e61746cb6 Replace pkg-config with pkgconf everywhere 
While the later replaces the former, pkg-config will still be installed
via makepkg if pkgconf isn't installed already.

0dfda3ffe2 Makedepend on pkg-config in meson using packages 
This gets currently pulled in via the toolchain groups, but we don't want
to depend on them any longer.

The "cc" virtual package provides the environment default compiler.

37a2037ae6 add clang32 to more packages. 
All packages which successfully built on clang64, for which all of their
dependencies are already available for clang32.

mingw-w64-jemalloc - 5.0.1 - Update to latest version and adjust patch
mingw-w64-libsrtp - 1.6.0 - Update to latest version
mingw-w64-nghttp2 - 1.29.0 - Update to latest version (note that spdylay support is now completely dropped).

* mingw-w64-c-ares - 1.13.0 - fix *.pc files so that nghttp2 configure will recongize the version
mingw-w64-jemalloc - 5.0.1 - Update to latest version and adjust patch
mingw-w64-libsrtp - 1.6.0 - Update to latest version
mingw-w64-nghttp2 - 1.29.0 - Update to latest version (note that spdylay support is now completely dropped).
