* appstream: add mingw32 for GIMP 3.2.
GIMP will be moving to libappstream (instead of appstream-glib which is
now in maintenance-only mode) for its version 3.2.
We'd appreciate if you could keep appstream-glib package until then
(just in case we release another GIMP 3.0.x), but once once 3.2 is out,
and **if** we were the only users of appstream-glib (are we?), I guess
it can be dropped then, in this close future.

We want to update to 2.14 which needs a full rebuild, but many
packages haven't been rebuilt in a while, so make sure that works
first, to make the actual rebuild easier.
This is basically all packages except some large ones that have
been rebuilt anyway in the last two weeks.
