414476c7cc enable vapoursynth python module. (#3805) 
* Add initial package for vapoursynth

* Forgot to edit the PKGBUILD to include my name as contributor

* enable vapoursynth for mpv

* Enable vulkan support in SDL2

* enable the python module, seems to properly build now (seems I forgot to update my build system, oops)
