Add/fix/improve licenses for gcc-libs and winpthreads-git.
...
* gcc-libs - most libraries are GPL3+ with GCC Runtime Library Exception, but
libquadmath is LGPL2+. The package as a whole is GPL3+. This is explained in a
generated readme file. The license files are now installed.
* winpthreads-git - The exact license for the resulting packages and/or relevant
parts of them is unclear. For now:
- License has been specified as permissive-like.
- Both libwinpthread and winpthreads now install the top COPYING file.
- libwinpthread now installs mingw-w64-libraries/winpthreads/COPYING.
