Move from gcc -> cc for all packages which potentially build with clang
...
So we can get rid of the virtual gcc package provided by clang in the clang envs.

"makepkg-mingw -sLf" is locally crashing Windows Vista with a BAD_POOL_DATA blue screen here on my end.
Want to see for now whether the CI systems behave similarly.
