Move all reverse dependencies to cython0
...
Which is what they used up to now, so rebuilds don't break.
We can rebuild them against cython v3 later.

python-biscuits: regen sources with cython
...
The generated pypi sources no longer build with Python 3.11.
The pypi tarball doesn't contain the real sources,
so switch to the github archive and generate the C from it.
