* tzdata: Include tzdata.zi
This is the file, which is used by libstdc++ and libc++ for the time
zone database.
* tzdata: some cleanups + more files
* remove unused makedeps
* extract tzcode, so the make has dependencies, even if we don't compile
* also install "leapseconds", "zonenow.tab" and "SECURITY" which were
missing compared to the cygwin package
* make sure "version" isn't updated
