Simon Sobisch bb5d45d7b1 gnucobol: update to 3.0 rc1 (#3815) ...

* Adjustments to GnuCOBOL package
* changed build to preserve timestamps on copy, removing the need to auto-run autoconf/automake
* using multiple jobs during build (not for make check as this seems to not work within MSYS2)

* Updating GnuCOBOL package to 3.0 RC1 (which is considered much stable than 2.2 final)
* update to 3.0 RC1
* skipcursestests.patch no longer needed - removed
