Jeremy Drake e51ec77d5e wget2: autoreconf for clang and use dllexport ...

They were only doing dllexport for MSVC, but all win32 needs it.

Also, retrieve libtool patch from wget2's gitlab, as it seems not to
have been included in the released tarball.
