Disabled stuff:
- rav1e (rust)
- dlfcn (upstream does not support Windows ARM64)
- libmfx (Intel GPU)
- amf (AMD GPU)
- nvenc (NVIDIA GPU)

librsvg uses the 2.40 package, changes clang32 to use it as well
