3257bcf704 CI: Adjust for msys2-sbom changes 
We now have to do some post processing after the grype scan (see
da03cb0a01),
which means we need to install msys2-devtools in the linux step.

So might as well move various things from the Windows job to the Linux one.

892eb30bea Add a CI job for creating SRCINFO for all packages in the repo 
It caches them on a github release and updates them as the repo changes.

This will be used by packages.msys2.org to show the content of the repo.
