Remove the base-devel group from all PKGBUILD files
...
We have a base-devel package now, so this isn't used anymore.
Remove it either way to avoid confusion.

Switch to github for the source code since the download page
has an expired TLS cert.
Replace the cygpath patch with the one applied upstream.

Switch from pkg-config to pkgconf
...
pkgconf is maintained, doesn't include glib and supports more pkg-config
features and builds faster.
Arch and Fedora have switched long ago, so we should too.
