38126d763e makedepend on autotools for packages using configure
In some cases this will introduce cycles which could likely be cleaned
up by only depending on some unix tools instead of the whole autotools.

Rebuilding doesn't make much sense at this point since it just adds a subset
of base-devel which is still installed by default.

15c9aa267c vim: upgrade to latest version (#1677)
We haven't updated quite in a while, and it would appear that our
current VIM is susceptible to CVE-2019-12735 (reported via
https://github.com/git-for-windows/git/issues/2232).

So let's just update to the latest version and get all kinds of
fixes/features.

ab64a4ef6c switch to sha256 checksums
* upgrade some broken packages
* correct some broken urls/checksums
* use secure urls where possible
* use stable url for ncurses
* some whitespace fixes

Remaining md5sums either didn't download or
didn't pass checksum tests.

049251aa08 vim: accept CR/LF in input (such as ~/.vimrc)
When sharing Windows' home directory, we have to expect that the
`.vimrc` file can have DOS line endings.

Let's be lenient about this, as well as all other input we get, and just
handle CR/LF as well as LF line endings.

We still behave as before, otherwise.

This fixes https://github.com/git-for-windows/git/issues/272 and
https://github.com/git-for-windows/git/issues/364
