Remove the base-devel group from all PKGBUILD files
...
We have a base-devel package now, so this isn't used anymore.
Remove it either way to avoid confusion.

It was previously pulled in via libtool.
* Also remove the install file while at it, handled by hooks now.
* Enable signature checks again
* Fix the weak symbol check with newer cygwin

makedepend on autotools for packages using configure
...
In some cases this will introduce cycles which could likely be cleaned
up by only depending on some unix tools instead of the whole autotools.
Rebuilding doesn't make much sense at this point since it just adds a subset
of base-devel which is still installed by default.

* upgrade some broken packages
* correct some broken urls/checksums
* use secure urls where possible
* use stable url for ncurses

Remaining md5sums either didn't download or
