Update to perl-libwww for Try::Tiny

This PR is intended to resolve issues:
- https://github.com/git-for-windows/git-sdk-64/issues/1
- https://github.com/git-for-windows/git-sdk-32/issues/1
The perl-libwww was updated and included a new dependency
that was not immediately evident.

switch to sha256 checksums
...
* upgrade some broken packages
* correct some broken urls/checksums
* use secure urls where possible
* use stable url for ncurses
* some whitespace fixes
Remaining md5sums either didn't download or
didn't pass checksum tests.
