This commit includes packages that depend upon each other so they are in the same pull-request. The original idea was to rebuild GCC 6.4.0 with the latest Cygwin patches and with the latest updated libraries that GCC uses as well an updated mingw-w64 from git. In addition, I also wanted to update the mingw-w64-cross toolchain so that the latest newlib library, 3.0.0 (included in Cygwin 2.10) can built using that. Unfortunately, the MPFR library will break GCC itself and gawk. To work around the issue, I had to copy the .DLL with the version number to the old name. I then rebuilt gawk with the latest version dropping an unneeded patch in the process.
