Rafael Kitover 4727aa6665 fix GNU parallel for MSys2 and update version ...

Add my patch to make GNU parallel build and work correctly on MSys2, it
has been submitted upstream as well:

Update to latest version as well: 20171222

Remvoe erroneous 'procps' dependency.

Tested to work correcly.
