Don't hide VCS packages
Treat them like all other packages. They used to cause various problems
by hitting edge cases, but this should all be fixed now.

Return 503 during the startup phase
So we never give invalid results because we haven't fetched everything
at least once.

Switch to the new srcinfo source and format
We now generate them directly in the repo.
