65bf4094f3 Patch by daa@rmi.net (Dave Avery) -- newer alphas of MySQL won't let 
use "when" as a column name, so let's change our usage while it's
still easy to do so.

be9c24d186 "nospam" feature. BugZilla will no longer email the person submitting 
the change (after all, they are right there viewing things interactively).
To make this clear to everyone, print out the exact email list as each
bug is processed.

ca10a7208c Added 'groups' stuff, where we have different group bits that we can 
put on a person or on a bug.  Some of the group bits control access to bugzilla
features.  And a person can't access a bug unless he has every group bit set
that is also set on the bug.

c1b6656939 Give a better message, in the case that someone changes a bug that had 
an invalid component or version field.  (Like, for example, all the
