0c43569a86 bug 281414 - Rename nsIPrefBranchInternal to nsIPrefBranch2 in preparation for freezing. r+sr=darin I will also do a mostly-global search-and-replace of code in our tree.

* Adds Makefile.ins to win32 specific dirs
* Adds WINNT ifdefs to Makefile.ins
