2cdb5cc2b9 Make popups that are kids of the root popup set have it as their parent;

2b07153d10 1. Make scroll frames non-splittable. 
2. Make a placeholder splittable only if the out-of-flow is.
3. If a float placeholder is not splittable then place it immediately
   instead of failing to reflow it because it can't be split.

bd68061f3c Bug 331432. Split nsSVGForeignObjectFrame into a pure SVG frame containing an anonymous block child, to avoid state bit collisions and simplify things. Also fixes configure.in so that foreignObject is really enabled by default in cairo builds. r=tor,sr=bzbarsky
