0b65f7fd78 Changed some GetStyleContext/GetStyleData calls to use nsIFrame::GetStyleData 
instead. This saves the AddRef/Release overhead

d3a587c5ca set the groundwork for handling COLS attribute, and attributes on COLGROUP and COL tags. WIP. 
set the groundwork for handling percentage-width tables.  Troy is adding a hook for me to get the correct width info from the parent.  WIP.
