71c2da9f5d Patch by David Gardiner <david.gardiner@unisa.edu.au> -- added new headerhtml 
param to allow people to customize the html put in the <HEAD> portion
of generated documents.  Also, a few other minor patches.

fe74af7a30 Fixed bug 4928 -- wasn't encoding multi-line value fields properly, 
which busted modern browsers (like, Mozilla itself).

ca10a7208c Added 'groups' stuff, where we have different group bits that we can 
put on a person or on a bug.  Some of the group bits control access to bugzilla
features.  And a person can't access a bug unless he has every group bit set
that is also set on the bug.
