1c7a6361be Make nsXULElement::GetChildNodes use the same (live) node list that

59c2bfe187 fix for bug 195262: 
- convert atoms to UTF8 because 99% of the time, that is what they are used for
- add support for static atoms, where the strings are declared in a large const array and not copied into the heap

this is an experimental landing - if there are performance issues, I will back it out.
