Set MODULE in makefiles at the top of a heirarchy so that module-deps lists are more precise and builds will have the proper order if some subdirs contain other modules.

Expose an API for layout regression tests, called nsIFrameDebugObject. This will only get built if you add 'layout-debug' to your list of extensions in .mozconfig. r=peterl, sr=bryner. Bug 139911.
