6352367a62 Set MODULE in makefiles at the top of a heirarchy so that module-deps lists are more precise and builds will have the proper order if some subdirs contain other modules.

0bd62df729 Landing the rest of the win32 gmake changes: 
* Adds Makefile.ins to win32 specific dirs
* Adds WINNT ifdefs to Makefile.ins
* Causes NSPR to be compiled with --with-mozilla

106990278f This test relies on GTK libraries and header files, it is not 
buildable on other non-GTK unix builds, like Photon. This change to
the Makefile makes sure this test is only built if GTK is enabled.

9e91a6aaba stupid fix for #7190. create default plugins directory in the executable directory. this causes searching for 3.0 and 4.0 plugins to not occur. will prevent java crashes and also speed up launch time.
