b65a04d37c Fix gdi+ renderer's font matching code (the old method would not find 
certain fonts). Make sure GDI+ only gets init'ed/shutdown once;
generic font objects don't work after re-initialization.

7fcf2f29a1 initial checkin of svg code with new modularized rendering backend. Win32 only for now. Needs recent MS platform SDK to build; gdi+ to run (gdiplus.dll in bin directory on Win98/NT/2000). Doesn't use libart.
