Moved ForceDrawFrame from nsComboboxControlFrame to nsFormControlHelper
...
Removed commented out code in nsFormControlHelper.h.
Modified nsCheckboxControlFrame and nsRadioControlFrame to use ForceDrawFrame
when gfx-rendered.
