1c4d7d8dbb Enable popup windows in Cocoa widgets. This puts 2 app-specific ifdefs in tier 9 code, but we plan to take care of those soon. We can use a pref so that the same binary can serve the needs of Camino and other Cocoa widget consumers. b=316076 r=mento sr=pinkerton
