2d71687849 followup to 255394 - non-default search query parameter generation - fix crash in seamonkey by adding a null check, and make sure we locate general.useragent.locale in the right .properties file.

f8b846b7ee fix for bug 206379: 
- combine nsICharsetConverterManager2 and nsICharsetConverterManager
- get rid of nsIAtom in most of the methods
- provide versions of getUnicodeDecoder/Encoder which don't do alias resolution
