438024e52d This patch increases the delay between sending search suggestion requests, 
and provides an increasing backoff behavior if the server returns an HTTP
response code that indicates that it's too busy.

9a7159998e When I checked in the patch for 337292, I introduced a line-break discrepancy 
between the trunk and what Gavin had checked in on the branch.  This
tweak brings it in line with what was approved.
