8489f8d24b Flush out reflows before processing invalidates and paint events. Fixes a 
variety of flicker issues of various sorts, especially when we're not quite
keeping up with the rate of updates in DHTML or in editor.  Bug 244366 and

4152e1ae96 Fix theme switching bugs related to insufficient change handling when entry points to themes are stylesheet links (processing instructions or XBL stylesheet elements) or xul:image src attributes by giving the chrome: protocol its own URL implementation that remembers the URL to which the chrome: URL was resolved and uses that resolved URL as part of equality testing. a4ca9058c6 Separate concept of stylesheet URI into base URI (for resolving relative links) and sheet URI (for everything else), since they can differ for style elements (and inline style and style set from script, but that's for the next patch). Some other things (relating to external stylesheets, where it doesn't make a difference) that probably should use the sheet URL are left as the base URL for now because I didn't want to change too much at once. b=255538 r+sr=bzbarsky
