049fc5de75 Landing of the XTF branch, bug#253225. XTF is the eXtensible Tag 
Framework; see mozilla/content/xtf/readme.txt. r=bryner, sr=jst. Code
is not enabled by default (requires --enable-xtf configure option).

6352367a62 Set MODULE in makefiles at the top of a heirarchy so that module-deps lists are more precise and builds will have the proper order if some subdirs contain other modules.

6573bbb91d Finally following warren's lead from "last year", the libs phase has been removed from the build. Directories had to be ordered and in some cases, traversed after a subsequent module was built. 
Fixed the recursive makes into GtkMozilla so that they will report build failures like the other dirs.
Removed LIBS_NEQ_INSTALL variable and associated ifdefs.
