67c873d301 Bugzilla Bug 357333: use supported NSPR and NSS static tags on the 
MOZILLA_1_8_BRANCH. r=dveditz.
Bugzilla Bug 361332: use a better way to determine if the NSPR and NSS tags
can be pulled by date. r=mark.mentovai,sr=benjamin.smedberg.
Both changes are approved for 1.8 branch, a=dveditz for drivers.
