dba8d90666 Replace chrome:: target with install::. Using chrome:: was causing |make -j3 install| builds to fail to execute the chrome:: target due to a suspected bug in gnu make. (|make MAKE='make -j3' install| works fine.)

a26020ddae Moved static MOZ_COMPONENT_NSPR_LIBS, MOZ_COMPONENT_XPCOM_LIBS, MOZ_COMPONENT_LIBS definitions from configure.in to config.mk. Replaced -lxpcom in Makefiles to $(XPCOM_LIBS) so that we can optionally link against -lboehm when needed. Bug #31287

99804f7160 Replaced NO_SECURITY ifdef with MOZ_SECURITY one. This causes pref_VerifyLockFile to always return PR_TRUE rather than linking against the dummy secfree library. This replacement also removed the last dependency upon that dummy library so it will no longer be built (next patch).
