0bd62df729 Landing the rest of the win32 gmake changes: 
* Adds Makefile.ins to win32 specific dirs
* Adds WINNT ifdefs to Makefile.ins
* Causes NSPR to be compiled with --with-mozilla
* Misc general Makefile.in cleanup

rename the old 4.x history.dat file.  it's called history.dat in 5.0, but the file
formats are different.  (binary in 4.x, vs mork in 5.0)
