Added SW_THREADS ifdef around PR_XGetXtHackFD() prototype and call. Removed redundant definiton of NOT_NULL. Moved local headers out of DEBUG_qt kludge which is meant to only affect qt headers.

Finished off MOZ_USER_DIR patch. This allows developers to change config-dir at compile time. Defaults to .netscape for classic build and .mozilla for autoconf build.
