4a9c49c3ea Fix bug 21144 "[DOGFOOD] Executing JS functions in "chrome:" protocol (creating local directories and profiles)" 
r=pollmann,a=chofmann
Basically, this just calls a method in the security manager to determine if a page loaded from the document's URI
can be allowed to open a page from the ACTION URI. This is the same check that's currently used on window.open,
for example.

3ab2c7be1a Fix for 7533. The mechanism of specifying charset in content-type of a post data was breaking a lot of websites. I have changed the default to not send charset. If this has to be changed again this should go thru a pref (See bug 18431)

644b57b0a4 Bug 13997, Reviewed by HarishD. This fixes the crash during file upload caused by a spurious NS_RELEASE, correctly calculates content-length, and fixes a few post syntax errors. Also fixes a memory leak and uses nsSpecialSystemDirectory, nsFileSpec, and other good things instead of the hacks that were needed before this existed.

1d9d68cf85 Changed if an action is not specified and we are in a 4.x browser than cause the URL to be reloaded. 
This is compatible with Netscape 4.x browsers + I.E. If an action is not specified and inside an XML or XUL document than do nothing.

9ce3bcfbee Call NS_IF_RELEASE instead of NS_RELEASE for handler, because it could be NULL.
