3c54da1f9b I think the clobber windows build may break because I took out the wrong header file from this makefile (the file was still in 
my dist directory when I built which is why it worked). In anticipation of eventual breakage, I'm fixing it now.

11556f50d2 giant cleanup of Windows mail / news makefile.wins. properly use MODULE, and name things so that Windows and UNIX match. (a big checkin for UNIX proceeded this.)

170ca8965c Part of makefile clean up for windows. Changes include removing old cruft, giving each 
component it's own module name (this helps clear up problems with the xp connect type lib
name for each component), making sure libs built in src directories have _s suffix as
they are static libraries and unifying component names with "msg" prefixes.
Also removed extraneous CPP_SRCS info.
