wtc	8c58ba330b	Merged the makefile changes from Netscape's internal development version of NSPR to the public ns/nsprpub on mozilla.org. Removed ns/nsprpub/tools/winsock.lib, which should not have been released. HP-UX.mk: Compare $(basename $(OS_RELEASE)) with A.09 to cover all HP-UX 9 revisions.
