Bugzilla bug #21428 : fixed LL_CMP and LL_UCMP so that they can be used

with the <= and >= operators when HAVE_LONG_LONG is not defined. The

In the struct-emulated version of LL_I2L, added a PRInt32 cast
...
to make sure we are right shifting a signed integer (in case
someone passes in an unsigned).
