0bd62df729 Landing the rest of the win32 gmake changes: 
* Adds Makefile.ins to win32 specific dirs
* Adds WINNT ifdefs to Makefile.ins
* Causes NSPR to be compiled with --with-mozilla
* Misc general Makefile.in cleanup

a222daa57a Moving nsRuleNode.cpp back to content/base/src from content/shared/src and inlining GetRule to fix linker errors on BeOS and probably also AIX, and since it doesn't need to be in content/shared and cvs won't like re-adding to content/html/style/src. b=104336

88aedd461b Replaced NO_SHARED_LIB & NO_STATIC_LIB with BUILD_SHARED_LIBS, BUILD_STATIC_LIBS, FORCE_STATIC_LIB & FORCE_SHARED_LIB. Added FORCE_USE_PIC. 
Changes allow us to have a finer control over which parts of the tree are built with PIC.  Part of the static build branch landing.
