3811c88532 Use the principal doing the load to decide on the URI to pass to content 
policies.  This will help do the right thing for data:/javascript:/about:blank,
as well as allow us to skip content policies altogether if the caller is

eb79b493fe 378327 - minor cleanup/simplification of ForwardReferences code in nsXULDocument 
- move AddForwardReference and ResolveForwardReferences from nsIXULDocument to
nsXULDocument, make them non-virtual.
- make mForwardReferences an nsTArray<nsAutoPtr<nsForwardReference> > instead
of nsAutoVoidArray.
