dbaron%fas.harvard.edu	719f6148dd	Fix up and enable hierarchical :hover and remove the hacks that made :hover work for anchors without it. Pass mask rather than pseudo-class to ContentStatesChanged notifications. Optimize event state changes in the style system by passing state mask to HasStateDependentStyle and using it in HasStateDependentStyle implementations. b=5693 r=bryner, joki sr=hyatt.
