c8612ff038 Bug 38370. 
Allow color of an HR element to be changed.
Make HR be a block element in quirks mode instead of the hacky inline we were previously using (standards mode already had it as a block).
Patch by Ian Hickson <ian@hixie.ch> with minor modifications by me.

cfc603f54a Fix crashes related to editing of HR elements by wrapping generated content for leaf frames in an extra frame so :before and :after are always the first/last children of the primary frame.
