0bd62df729 Landing the rest of the win32 gmake changes: 
* Adds Makefile.ins to win32 specific dirs
* Adds WINNT ifdefs to Makefile.ins
* Causes NSPR to be compiled with --with-mozilla
* Misc general Makefile.in cleanup

9dffd404bd bug 99601, add filter support to js/jsd, r=jband sr=brendan 
large addition to the jsd_xpc component allows arbitrary filtering of debug hooks by url pattern, line range, and global object.  also adds ability to begin instrumenting jsscripts at app startup.

909945b91f Sync'd various Makefile.ins to their Makefile counterparts. 
Removed nspr & nspr20 from REQUIRES.  Removed NSPR_LDFLAGS.
Changed LIBNSPR refs to NSPR_LIBS.
Removed leftover NSPR20 ifdefs.
