Change to how overflow is handled for absolutely positioned elements.
...
We no longer use nsIAraeFrame and now it's folded into the overflow
area in the reflow metrics

Folded reflow functions into nsIFrame and eliminated nsIFrameReflow and

nsIHTMLReflow. This saves 4 bytes per frame and cleans things up
