Reworked preferences UI. Added ability to turn off "My bugs" link at

bottom. Made "My bugs" show bugs you own AND bugs you submitted.
Added ability to display your named queries in the footer. Many
random bugfixes.

Try to herd netscape communicator users away from bugzilla. "if your browser has a blue N logo go report the bug to netscape". This wording may be wrong later on but it works for now.
