f24ccb3da0 landing attempt #2 for 195262 - support for static atoms, and converting atoms over to UTF8 to reduce bloat - now without performance regressions!

59c2bfe187 fix for bug 195262: 
- convert atoms to UTF8 because 99% of the time, that is what they are used for
- add support for static atoms, where the strings are declared in a large const array and not copied into the heap
r=dbaron, sr=darin

this is an experimental landing - if there are performance issues, I will back it out.

444f4eaea3 fix for bug 157993 - combine all unicode converters into a single library, and share GetMaxLength() implementation between all converters that can support it.

51b17b5bf0 Bug 88413: Remove |GetUnicode()| from nsString (and replace it with |get()|). r=dbaron, rs=scc. 
This removes all call-sites I can currently fix. Tomorrow I'll try to get someone to checkin my changes to security/ and I'll get some help with the Netscape side of things.

nsString::GetUnicode()'s final death-blow will be dealt soon. Please keep this in mind as you add new code :-)
