34df912ac0 bug 239604. make uriloader more doxygen friendly, and remove unused "command" 
parameter from nsIContentHandler::handleContent, and change the type of
aWindowContext to nsIInterfaceRequestor.

dbd7019928 Reverted my previous changes because turning on by default the splashscreen on a particular platform
